ash and friends head towards the whirl islands on a boat when team rocket attack sending them overboard when they spot a mysterious pokemon they are than saved by a crosola a water type owned by proffesor elm who explains with the ships captain about a water type tornoument on one of the islands which ash and misty want to enter. Team rocket try and steal the water types but fail ash and friends leave to go to the island of the tornoument.
