ash misty and tracy arrive in a big town called travolcities where the town is having a dangerous pokemon in the sewers who is attacking people and the mayor wants the threat destroyed until the eleection. ashs bulbasaur is taken by the monster which is also sa bulbasaur who was owned by the mayor which only embarases the mayor when it shows up team rocket end up in cement literally.
