rocky meets a cat named percy who idolises him but is a bit careless and is an inventor while mayor humdinger has a plan to destroy percys home in the junk yard but has train trouble and is rescued then rocky shows percy the lookout. but percys issues causes problems for rocky and even tries to work with mayor humdinger but it all ends well for the team.
